Newport is a middle class, well payed, mostly college educated city. Newport is a city and most of the population own single family homes (Census Bureau, 2003). There are 13,226 homes in the city of Newport and only 11,566 of those are occupied (Census Bureau, 2003). The majority of the population rent homes (6,723), and the rest of the population own their own (4,843) (Census Bureau, 2003). There are 3,471 people who own their own single family house and 2,441 own a 3-4 bedroom apartment (Census Bureau, 2003). The population is also divided by households. Altogether there are 24,393 people in a household many are divided between marriage, and single parents, or mixed families (Census Bureau, 2003). 3,734 of the population who live in houses are married and 1,578 of these are single mothers (Census Bureau, 2003). 4,562 people live in single family homes by themselves and there are 84 people who live with 7+ people (Census Bureau, 2003). Altogether the cultural makeup of Newport community is very diverse. White, Black/African American, Hispanic, Asian, Indian, Hawaiin, and others make up the Newport community. White is the largest of the population with 84.1%, next is Black/African American with 7.8%, just under is Hispanic with 5.5%, Asian with 1.3%, Indian with .8%, Hawaiin with .1% and other which makes up 2.4%. Most of the community speaks English only in their homes (22,497). 2,383 people speak language other than English and 31 people speak Spanish and no English at all. (Census Bureau, 2003)

Most of the Newport community works and only 3.3% of the population of 16 years and older are unemployed (Census Bureau, 2003). The total income of the community is 11,562, the mean income is 5,423, and the median income is 40,669. This income is low compare to some of the surrounding cities in Rhode Island (Census Bureau, 2003). There are 1,343 people who make less than $10,000 a year and there are 289 people who make $200,000+ a year (Census Bureau, 2003). There are 1,033 people who are unemployed, 547 are female and 486 are male (Census Bureau, 2003). Because of some of the low incomes not everyone can afford nice luxuries, like a car. In the Newport district, there are 1,675 people without cars. On the other hand, there are 5,353 with one car, 3,688 with two cars, and 850 people who have 3+ cars in their household (Census Bureau, 2003). Most of the parents in the Newport district have completed college and the average is 71% that completed college. 5% never completed high school, 10% graduated high school, and 14% completed some education after high school, but did not finish (Census Bureau, 2003). The suspension/expulsion rate is very low in the community and there is a total of 27 in and out of school suspensions. The majority of the suspensions were because of harassment in school both physical and verbal. The crime rate for Newport is very high. In 2001, Newport was the second highest city with a violent crime rate with 624. In 2005 the population was 25,773 and there were 1,161 property damages done. (Census Bureau, 2003) These facts are all very important when deciding where you want to live and where to send your child to school. The crime rate is a big factor in deciding where to raise a family, because you want to be safe.Wherever the sschool is locates, you want to make sure it is safe.

District Summary

In the district of Newport there are 418 staff members and 246 teachers. The student to teacher ratio is 10:1. In the whole district there are 8 schools, 7 are elementary and one high school. The total number of students in the district is 2,449. Out of 1,166 kids there are 12.5% who receive special education support from the district (District detail for Newport). The state funding that the school receives is $13,604,000 that equal approximately $5,216 per student which is low compared to surrounding cities and states. Rhode Island receives general aide from the state funding while other states have full state funding (District detail for Newport).

According to the state, they require that all schools have bus transportation that live far, so that attendance is kept up. If there is no transportation, the attendance will suffer. All grades K-5 require having bus monitors and private and public schools both have bus transportation. The district of Newport offers the same sports as every other school from soccer, football, basketball, to swimming, cheerleading, tennis, etc. The vocational schools are in the process of being built. A new vocational school is opening in Providence because the schools feel that attendance and learning will better from the non-academic courses. Teenagers tend to learn more being hands on and the graduating rate will become higher (Macris, 2007).

The teacher qualifications for the district are the same as the Rhode Island and many others districts and states. A teacher needs three qualifications. First, at least a bachelor degree, second, a full state teacher certification, and last, to show knowledge of the subject matter and skilled they are assigned to teach. At least 69.1% of the teachers have their master degree and 15.1% have gone the average 4 years. The educational standard is that the students must receive a diploma, take state assessments, and demonstrate learning. (Information Works!, 2007)

School Analysis

In Carey Elementary School there are 204 students in grades K-5. In kindergarten there are 17 students, first grade 32 students, second grade 30 students, third grade 43 students, fourth grade 40 students, and in fifth grade 42 students. Since this is an elementary school the parent involvement is greater than the state average. There are about 80% of the parents who call for conferences, volunteer, and talk to their children’s teachers. The student to teacher ratio in Carey School is 15 to 1. (Local School Directory, 2007)

Carey School is semi ethnically diverse. There are 70% who are white/other, 12% who are Hispanic, and 3% who are Asian (Local School Directory, 2007). The diversity of the Newport district is a high percentage compared to some of the surrounding cities in Rhode Island (Census Bureau, 2003).The percent of English second language (ESL) students is 7%, compared to the state of Rhode Island which is 3.7% Carey school has greater ESL than the state average (Information Works!, 2007). The drop out rate is small and has become shorter than previous years. For 2005-2006 school year there were 33 drop outs. While the graduation rate continues to slim down every year, years ago it was 84 now it has dropped to 73. (District detail for Newport)

The school testing scores for Carey school are high compared to other schools in Rhode Island. The higher grades were in math, but in reading it was just under the state average (Great Schools, 2003). The programs they offer are to help the students like title 1. The health standards for the school are not so healthy because most children are watching too much TV, not getting enough hours of sleep, and not eating breakfast every morning (Information Works!, 2007). There was also a small percentage that said they had drank alcohol at least once before. The health is not too bad, but could be improved. Many students in Carey school receive free lunch (70 kids) and 11 receive reduced lunch which is 56.6% of the students that receive free or reduced lunch. This percentage is high compared to other cities in Rhode Island, most of the other cities have about 36% of students that receive free or reduced lunch (Washington State Office of Superintendent of Public Instruction). Conclusion

Carey school is very similar to every other school that are in Rhode Island. Most of the schools have similar cultures, and languages because they all come from the same area who celebrate the same holidays and receive the same mount of vacation days off. Every school will have their strong and their weak aspects. Strong points for Carey school is the testing in math and the parental involvement. Weak points are the vocational classrooms, and the large crime rate in the district. The No Child Left Behind Act is followed in the state of Rhode Island and Carey School is following because of the state rules (District detail for Newport). Everything that is learned in schools and taught to children is affected by what is going on in the community and diverse backgrounds that everyone comes from. Everyone learns differently and by seeing different schools it helps a future teacher, know what to expect inside and outside of the classroom.
